Defeat all Inquest enemies in the Inquests base’s outer compound
Kill all enemies and the turrets before heading up the stairs - you can not do No Witnesses and Tactical Infiltration at the same time, but we were able to complete both by doing one then leaving and reentering for the other

Destroy the security turrets and reach the Inquest base without being seen by enemy patrols
Kill all the turrets without being seen before heading up the stairs, to do this you will need to utilize your Special Action Key (SAK) and the Survivalist’s Supply Stash - you can not do No Witnesses and Tactical Infiltration at the same time, but we were able to complete both by doing one then leaving and reentering for the other
